The short version

Director of Strategy & Operations at Meta’s Reality Labs Research, owning strategy for VP leadership across a 1,000-person AI research organization and five operational workgroups.

Seventeen years in operations roles at Meta, Microsoft, and Liberty Mutual. The work is the same in all three: give leadership a plan they can commit to, hold the organization together when something breaks, and develop the operators who can run it without me. A headcount and budget governance practice at Microsoft. An 80-person underwriting operations organization at Liberty Mutual. And at Meta, the strategic planning cycles and the decision forums where the tradeoff finally gets named.

Crisis management

Ambiguous, high-priority initiatives taken end to end — problem framing, analysis, options, recommendation — and run until they have a permanent owner.

Annual and semi-annual planning cycles and the decision forums where VP and Director leadership actually choose, framed as decisions needed, options, owners, dates.

Where I’m investing my professional development

Data center operations management.

I won’t claim a decade on a data center floor. What I bring is the operating layer around one — built where downtime had a number attached to it.

Site crisis management

Site lead for crisis management across a Meta campus: weather-driven campus changes, building access policy, outages, and the executive Research communications drafted while each situation was still moving.

Facilities, EHS, and building systems

Quarterly planning with Global Workplace Services on space planning and building deprecation. Compiled and reinforced a building fire alarm system update that became an org-wide change, and mediated an eight-week series between EHS and Foundry that closed with a tracked improvement list and documented D+ leadership commitments.

Service levels and capacity

95% of files held inside a fixed 50-day window across 44 of 52 weeks at Liberty Mutual, against tiered quality standards. Capacity models at Microsoft and headcount investment strategy at Meta — forecasting demand against constrained supply, with change control and an executive review gate.

Tooling, licensing, and compliance

Sponsored the centralization, deprecation, and SSO integration of the research software estate, and the platform replatform and 22 enhancements at Liberty Mutual — owned from business case through adoption.

Community and public impact

A master’s in public administration and public policy, and a doctorate in technology for social good — formal training in the questions a community raises when a site is proposed: water, load, land use, and who carries the cost. At Meta I have partnered on the communications behind environmental and safety programs, including a campus wastewater treatment award. Siting is a public conversation now, and I can hold that side of it.

  • Led a 23-person strategy and operations team through May 2026 — talent selection, coaching, mentoring, and performance management across the function. Now the senior individual contributor for the organization.
  • Owns the operating rhythm for a 1,000 person research org: annual and semi-annual planning cycles, leadership cadence, and executive decision forums.
  • Designs and leads organizational change initiatives — readiness, communications, adoption — and advises VP leadership on execution risk exposure, capacity constraints, and prioritization tradeoffs.
  • Owns headcount investment strategy and operational spend governance across a multi-team research portfolio; primary interface to Finance on workforce funding.
  • Represents the research org in cross-functional planning with HR, Recruiting, Finance, Legal, and Engineering; advises VP leadership on execution risk, capacity constraints, and prioritization tradeoffs.

Senior Manager, Strategy & Operations — promoted multiple times

  • Governed headcount and requisition management end to end — position control, approval routing through Finance and executive review gates, three fiscal years of headcount, attrition, and new-hire analytics.
  • Ran annual budget planning and discretionary spend governance across procurement, invoicing, and the org budget dashboard; authored the budget planning enablement deck used across the business team.
  • Owned the intern program across three pipelines, including per-intern cost models from $53K to $100K and Power BI tracking from candidate to start.
  • Ran the global employee program portfolio — giving campaign, Hackathon, culture training tracked at the EVP level, and the employee listening survey cycle through to improvement V-teams.
  • Led the structured knowledge transfer that moved nine workstreams to new owners without disruption.

Liberty Mutual · Underwriting Operations

2009 – 2016

Manager, Business Operations

  • Launched, staffed, and led an 80-person distributed operations organization — a function that did not exist before.
  • Owned a portfolio carrying $65M regional and $50M book-transfer written premium targets, tracked weekly against close-rate, issuance, and service-level goals.
  • Grew automated quoting more than 4x, from roughly 1,000 to over 2,100 policies per month; total quoting volume from 3,000 to over 8,000 per month.
  • Delivered 22 platform enhancements in a single year, representing $160K in system investment, and replatformed the quoting system at no cost to the department.
  • Held service levels at 95% of quotes completed within 50 days for 44 of 52 weeks, with QA scores of 95–97% across analyst tiers.

Off the org chart

Felecia Wheatfall

Operations is the habit, not the job title.

The doctorate is in social work with a concentration in technology for social good — which is a longer way of saying I went looking for what happens to people on the other side of the systems we build. It still shapes how I read a change plan.

Outside of tech I run a short- and mid-term rental portfolio through Golden Reign Hospitality Group. Owning the P&L on real assets keeps the operator instincts sharp in a way no dashboard does.
